Deputy Harlan has been in law enforcement since 1981, and in that time served in Patrol, CID, Fugitive, SWAT, Narcotics, and Training. In his career, he has served in first line, mid management, and command positions, and as a TCOLE Training Coordinator. Deputy Harlan served as the Commander for the Kosovo Police Service Close Protection Unit, as part of the United Nations Police Mission in Kosovo. Deputy Harlan has designed and implemented both basic level (BPOC, TCOLE Intermediate and Advanced Core) and advanced/specialized (Tactical Entry, Dignitary Protection, Undercover, Advanced Instructor, Supervision and Management) training programs, and trained numerous TCOLE Instructors and Firearms Instructors. Deputy Harlan is currently assigned to the Community Outreach Unit and is an Adjunct Professor in the Austin Community College Criminal Justice Program.
He is a former U.S. Marine, husband, father, and grandfather and is an avid Longhorn fan.
